Fuel pump relay problem
Do you have power at the injectors?
Is so, the injector relay in the PGM-FI Main Relay is turning on and has output when ign. switch is turned on.
The injector relay also supplies power to IGP1 and IGP2, and some of the engine valve/solenoid/sensors, so your problem must be between the output of the fuel injector relay and IGP1&2 at the ECU/ECM, [open circuit].
As mentioned, probably because of that cluster-**** of a wiring job, is the engine wiring the same?.
If it was me, I would be on PicknPulls site every day looking for 1996-2000 Honda Civics 96-97 Honda DelSol and getting new harnesses and only mod what you absolutely have to.
Right now I would probably try a bypass, test IGP1&2 at the ECU/ECM for a short to ground, if no short, run a temp. lead from the fuel injector relays output to IGP1&2 and see if that solves your problem, if it does, fallow IGP1&2 leads back from the ECU/ECM to where the connection problem is.
Blue butt connectors are not an acceptable way to connect anything except maybe a stereo definatly not ECU/ECM wiring, they are not even the correct gauge size for the wiring they are connecting, solder and shrink tubing is acceptable, repining is the best way, a proper jumper harness would also be acceptable but not as dependable as solder and shrink tube, [the less connection points on a lead the better]. 94

Ok. I am way over my head here. I really don't think that I could rewire my car. I have a hard enough time testing basic wires. I just don't trust myself. I wonder how much a shop would charge to do so.
Will the injectors have power with the key in the II position?
I just discovered my check engine light is on. I jumped the pin and the light will not flash at me. Does this mean code 0?

All the engine wires go underneath and I can't really see them. They all join one giant coil and goes to my firewall somewhere in the middle, can't really see
I just tested to see if my injectors are getting power and the are not. So it seems like the relay isn't working even though it passed the check I did on it. Can it still be bad even though it opens when it is supposed to? It never made sense to me that I replaced it and the car ran for half a day. So even if i put a new relay in there and it starts up then it will just have the same problems within hours. So not really sure what the hell is going on.
