Fuel Problem

Just finished my swap in my 99 ex, 1st crank turned it on perfectly, let it sit for a day then when i went to start it again it was smoking and smelling strong like gas, and when i checked the problem was the injectors are staying open dumping to much gas, i changed ecu's to see if that was the problem but it wasnt, i checked and somehow a negitive got power, that is most likely the cause huh?
How exactly are you checking the ECU?
Is the timing belt lined up correctly?
Have you checked fuel pressure at the Fuel Rail with and without the vacuum line plugged in?

i put a different ecu but the same as mine (p30) i found out that the ground bhind the dizzy has power, so im guessing theres a shortage somewhere? we followed the negitive that has power to the plug thats infront of the steering wheel in the engine bay that leads to the inside fuse box
was the ground connected to groung when you checked it? If it wasn't grounded then finding power at it is completely normal. It's just not a ground until the circuit is complete. Maybe check the other 2 engine grounds and make sure the whole thing is grounded.
