Default fuel pressure too high...CODE 43

I'm getting a fuel system code on my '95 Integra LS. My fuel system is stock besides a Walbro fuel pump. I'm getting about 46-48psi at idle and it stays there when I remove the vacuum hose from the fpr. I've tried 3 fpr and all gave the same results. I was getting about 44psi before I removed my cruise control and airbag system (put in a momo wheel). It wasn't giving a code before the wheel install. I think it may have just been a coincidence though.

From my understanding, it doesn't matter if the fuel pump is flowing too much, the FPR controls the pressure and keeps it at normal level. I have no idea how to diagnose this. The only thing I could think of was replacing the fpr but I tried 3 of them and none gave different results. I should be at 40-42psi, correct? Anyone have this problem before? If so, please give me some ideas on this. Thanks.

The fuel pressure is too high, so it's running rich, very rich.

So get an adjustable FPR and turn it down.

Yes, I guess it's time to put on the B&M I have laying around. Thanks.
