Default Fuel pressure problem

I have a d16y8 motor with a d16z6 will the intake work properly on my d16y8 head.... my fuel pressure is 58 with the hose on and that is turned all the way down on my regulator is there any way to lower fuel pressure by drilling out something?

You should be able to go a lot lower than 58 PSI with an adjustable FPR. Something is wrong.

Any way to check if the fuel return line is plugged or pinched? The FPR will go wide open as it tries to drop the pressure, but if the return line is blocked it won't make any difference.
