f22b1 timing belt adjustement..!!??

Default f22b1 timing belt adjustement..!!??

Ive got a 1994 accord coupe, 4cyl vtec, manual.
Just did my valve adjustment..The problem is that my timing belt is loose..and the balancer shaft too..(checked that one pretty fast since i didnt take the lower cover off) On the middle of the timing belt, on the firewall side (right) i have about 1" of slack (moving from left to right) When i checked it about 40 000km ago (now im at 209 000km) it was alot tighter..
I wanted to adjust the tension of both with the adjusting nut (locater just on top of the crankshaft pulley) but the nut is really stuck.. its supposed to be torqued at 33lb/ft .. i manage to fit a 14 mm box on a 3/8 drive prybar + a 1 foot long steel tube for more torque.. i cant seem to move it neither..
How can i move that bolt? what are my chances of breaking it
Now i didnt try lube on the bolt yet, im wondering if i can break/f* up something in there!? Any trick!? Please im scared to drive my car with so much slack on the belts!!
