engine sputtering while driving??

Default engine sputtering while driving??

well i was driving my car down the street today and i noticed that this has been happening before for a while. when i drive my car will all of a sudden begin to act as if i hit a rev limiter and it will make a sound similar to as if i was hitting one.. and it will do it for a few seconds and then stop. when this is happening my tach goes all over it bounces from 0 back up to the rpm it was at. i don't know if this is a electrical problem? something wrong w/ my engine?? i replaced the spark plug wires, spark plugs, distributor cap and rotor, and fuel filter all within the last month. i'm confused as to what it could be. any ideas on what could cause this?

sometimes what will really trigger it is if i down shift and i rev it up to rev match it it will begin to have this symptom happen as i begin to accelerate.

any help would be great!!!! thanks

last time i had a problem similar to this it was a fuel problem but i changed my filter already
