Default EGR Valve Excessive Flow

Hey guys, I don't come in here very often, but I have a quick ?.

One of my friends has a Protege and she got a Cel. I have some checking software so I took a look at it. The Code says "EGR Flow Excess Detected". She already had somebody take it out and clean it. What I think is wrong, is that it's not closing off. Anybody have any ideas?

If the EGR is not closing all the way will run EXTEMELY rough at idle. (If it will even idle at all. But at cruising speeds and under load will smooth out. The problem would mare than likely be the poppet valve inside the EGR itself. Meaning it will need to be replaced. Good Luck
