Low Idle, unplugged EGR valve connector and nothing happerned?

Default Low Idle, unplugged EGR valve connector and nothing happerned?

Does this mean, the EGR is the problem? I found leaks in the EGR vacumm hose and replaced it. The car would not idle still so I unplugged the EGR connector and nothing happened. Could the culprit be the EGR Valve?

The egr only opens by vaccum under load at higher rpms I belive,so it wouldnt really matter at idle.But u can remove it and clean it with carb cleaner.
