Default Ecu fried HELP...?

Ok so I've had a lot of issues with a 94 del sol vtec. I had a b16 in it that was built/turbo. I pulled the motor and replaced with an lsv, b18a with gsr head. I pulled the engine harness over the winter to tidy it up and put a braided loom/heat shrink on it and screwed up major. Somehow I heatshrunk a few wires in several plugs together, ie a two wire plug was re-loomed, then soldered, the the two wire heatshrunk together, no individually...
Anyhow, I have no clue how I didn't realize I was doing this as i'm not an idiot! Regardless, I took the harness out after having a constantly dieing battery whenever I wanted to wrench on the car, things acting weird and a lot of other stuff that wasn't right due to the wires touching. I got the harness done, and it fixed mostly everything (fuel pump wasn't coming on, main relay not clicking, etc).
So as I stand now, car is getting fuel, turns over great, but isn't getting spark? I know the ecu is probably shot because it started smoking at one point and i've included a pic of a little thing in the ecu that was frying and smoking when I got all this fixed and power to ecu. My question is this...What is this little pin, a couple diodes?? look like they'd leaked **** out the bottom on the board. I tried jumping the cel connector with ignition on and I get no code, cel light just stays lit, as well as the battery light. Now the car won't start, so i'm not sure if thats causing it not to throw codes but I know it should have some as i've unplugged certain plugs on the engine to see if it would throw a code for it but it won't. So is this bad ecu? Where should I start as far as testing this goes??? I have another stock p30 but I don't want to throw it in there and fry it too??!!!! Any help would be GREATLY appreciated...!!!

Anybody? I've been through all fuses/and main relay is working properly now that the harness has been fixed.

If you input wires into wrong ports on ecu plug or crossed circuits you very well fried your ecu. It happens all the time when a person mixes wires into wrong ports. Get another *working* ecu (borrow or buy) then retest to narrow possible issues.
