ECU doesn't have cel light or scan bar

ECU doesn't have cel light or scan bar
I noticed my ecu doesnt have a scan bar or any markings as to what kind of ecu it is. Not only that but it doesn't have a cel light (nothing to read the cel code).
My motor is an obd1 b18c1 and since i installed a skunk manifold i am getting a check engine light, yet i can't check the cel code.
Question is, has anyone ever seen a honda ecu like this?

My 91 si has 0bd2 and on the rywire adapter there is a loose brown wire when I
ground it out and turn on the key the check light blinks the codes.
