92 cx w/ 99 gsr w/obd1 ecu all stock motor and trans 32k on engine car had gsr front and rear disc swap no mods. weighs about 2000lb ran 14.0 on stock tires 185/55/15 no pwer steering no ac no abs stripped interior only front seat cost 4500
(base has alot of potential)
94 si hb stock w/ bolt ons header cat back lighten flywheel cold air intake. motor has 160k power steering and abs. ran 15.48 1/4 mile car and mod cost 2300 weight 2170 no panels inside no glove box or spare tire.
(can be made to go faster with extra money spent lets say 2200 for a turbo kit) probably will be quicker but it is tapped out can build the motor more money and if the b18 was built with turbo untouchable.. case closed b series wins but what is you budget and what is your goal . if you want to be fast and go faster start with the best base you can in the end you will probably break even cause the d series will break and then money is wasted..

Wow thanks guys, you guys really know your stuff. I can see this is a hot debating issue and again alot of people have their own opinions. Im still relatively a noob so I think I will need to learn more before I fully understand. Thanks loads for your input tho.

About the whole DOHC ZC thing...i had a 91 hatch with one in there. I ran a 14.1 stock tires, motor, and nothing added but a turbo. I was even running a stock exhaust. The only thing i had going for me was weight. My car (with motor and turbo) weighed 1700 give or take 20lbs, with me in it. Ive moved 2wice since, so the timeslip (as well as the car) are gone.

seriously doubting this was of any help, but i thought i would avenge me ol' buddy!!

Ps- its all about opinion...there is no such thing as a wrong opinion, just a dumb one
