one obvious difference is the plug types seen here:

the programming between the two types are different also.

I mean is there any mechanical difference?

Missing or different sensors?

Certain smog equipment there or not there?

Or is it all in the ECU?

I believe there is a difference in where the O2 sensors are located, making OBD 1 slightly better for mods.

well some of the harware on the engine is different..such as the distributor and injector plugs. OBD1 doesn't use that injector relay heatsink anymore either, like on Non-OBD civic/integra's. Like 97blackteg said, there's only 1 02 on OBD1, and two 02 wires on non-OBD B16's for instance.
So it's a mixture of ECU programming and hardware. You can't use OBD1 programming on a non-OBD ECU though.
