d16 cam install problems

d16 cam install problems
Installed a new cam in my z6 sohc Vtec and, the rocker assembly dosent want to fit down to the top of the head. just comes to the tip of the dowel pins, about a 7/16 to 1/2" gap. I put the stock cam back in the journals and and tried it, still have the same problem. Motor is at TDC on #1 The assembly was a little tight comming off the head and I dont really want to torque them (the rocker shafts) back on with the assembly bolts for fear of messing up the head. Any Ideas on what I have messed up?
