Crank pully movement....
After rebuilding my motor, the crank pully has been moving side to side when running. Its bolted and torque down tight...had it tested already. Want to know if this is normal? I don't remember if it did this before the rebuild. I'm thinking its not balanced?

Do you mean side to side like the crank is moving parallel(in and out) of the block, or is the pulley itself wobbling? If the crank is moving in and out, the thrust bearings(if there are any) might be missing from your rebuild.

The pulley is out of balance. Replace it. But be forwarned I've seen brand new pulleys do the same thing out of the box from Honda. We used to get that complaint a lot on the 99-02 accords. The pulley would wobble and cause the crank bolt to back out, the pulley would fall off and the belts would shred.

I am currently having this same problem!!!!!! I took back to mechanic and all he did was try to tighten bolt with impact wrench and I noticed he didn't use the special tool to hold pully in place tell me if im wrong but I feel like I just got burned any suggestion what I should do im thinking just re due myself with a new bolt pully and that key cant recall the name of it

The stock pulley is not one solid piece. There's rubber between the inner and outer sections of the pulley that serves as a vibration damper. I bet your 'rubber' finally gave out, given the age of our engines and this is whats causing the pulley to move in and out. Squealing/screeching sounds usually accompany this pulley failure due to the outer section spinning out-of-synch with the inner section and causing friction between the two.
This happened to me numerous times (I own many Hondas).
Tightening the main pulley bolt will not resolve this issue. You will need to replace the pulley itself.
Remove the pulley and inspect it for this issue. It should be fairly obvious if the rubber damper is shot.

pully is brand new. im not hearing any noises I can just see it when I lift the hood it has a slight wobble maybe im just paranoid just been one thing after another but I love the gas milage as I use to comute to work

Brand new? Wow. Maybe it's damaged from shipping? Or improper installation? (using a 4 pound hammer to beat it onto the crank)?
