Default Confirmation on Cam Timing Question!

Hey everyone. Putting the head back on my B18A. I know the arrow that says "UP" on the cam gears should point straight at 12 o'clock. but where should my cylinders be? I've heard cylinder one should be at TDC....truth?

TIA!

there is a notch on the block, you are suppose to line up the red mark on the crank pulley to the notch on the block
