I have a daily driver 97 civic dx which has the d16y7 non vtec engine. In the past month i have put in new plugs, wires, cap, rotor, pcv valve, fuel filter, both o2 sensors, coolant flush/thermostat and air filter. When i drive at low speeds such as city driving i am not having any problems. When i get on the interstate or drive at highway speeds, the car losses power(almost a complete loss). When the engine does this it will keep acting like this in every gear even if i go to lower speeds or city driving. If i let the car sit for a while, when i start it back up it acts normal until about 10 minutes after driving as described. The car is not throwing a code or anything so i cannot figure it out. Please give me your input!

No, a PCV valve will not cause a great power loss issue. A cloggled PCV valve usually causes unstable idle and oil blowing out the main seal. Seems like you have a timing issue. When was the last time you checked your timing, changed out timing belt, and tensioner? A loose tensioner will cause the belt to slip and retard/advance timing significantly.
