Code Issues (Revisited)!???

Code Issues (Revisited)!???
Ok, I have b18c jdm with toda cams, P28 OBD 1 conversion with Hondata. I have no regular codes, only a steady blink on the engine code. This is in EF sedan.
Car fires up, idles a little poorly & tries to die unless light throttle given. It drives but feels like it is stuttering - sort of like limp-home mode. Car runs rich.
Did not try VTEC.
Brief check shows dizzy and wires and plugs good with clean connections, plenty of battery juice.
Any ideas?
