Code Cel 19? Car wont start!!

I just bought a shell off of someone on this board. While it was still running he came and showed to car to me. it had a gsr swap in at the time. I checked it out and it looked to be a good deal. So later on that week I purchased the car and towed it back to my house.

I gathered all the parts that I need for the swap(Stock D16z6). I bought a complete engine harness because the car did not come with one. During the install I realize that the tranny mount on the chassis has been rewelded..This made me a bit worried...I started to get all these thoughts in my head..So I decide to see if this car used to be an automatic..I check the shift linkage area and find that it used to be automatic... for some reason the seller forgot to mention that to me.. . the install goes well and I get everything in. All the plugs are plugged in and all fluids are topped off. I plug in the ecu(stock p28) and I go to turn the key to get the proper fuel pressure built up. There is a check engine light on. I go to test it and it comes out to be CEL 19? I look through a Chilton's Manual I have. It states that it is a Lock Out Solenoid Valve A or B? I have no idea what this valve is for? So I decide to see if the car will even turn on or not. After a couple of turns the fuel pressure seems okay and I try to start it. To my surprise it does not start. Does Cel 19 have to do with automatic cars? Wouldn't my p28 manual ecu not even look for this? I need some help guys. Any info would be appreciated. Sorry for the long post. Thanks in advance.

88-95 Civic
94+ Integra
Automatic Transmission Lock Up Control Solenoid Valve defective circuit or unplugged / defective solenoid valve

If your p28 is a manual ecu then it shouldn't look for this.

you have a Auto P28. Do you know if it has been chipped at all? If it has then check to see if the J1 jumper has been removed. here's how you chip a P28 and the jumper that I'm talking about

if it is an auto ecu and your car is setup as a man, your car would throw the code but would still start and run. so unless its an auto ecu, then code 19 isn't your problem why the car isn't running.
