Default code 4 need help

i have a 1995 civic ex d16z6 and i r ecently replaced the headgasket, timing belt and waterpump. when i started the car it was throwing a code 4 ckp. there is a rev limiter at about 3k rpm(limp mode). i replaced the distributer and there was no change. i also checked the timing and it is dead on. my next step is to check the wiring but if anyone has any ideas please help. the car runs perfect up to 3k rpm. it reads 60 degrees of timing on the hondata but i know the timing is on. so im looking for any input or ideas please
