Default Code 21 Problems

I just put a B16 in a 93 civic DX everything seems fine except I'm getting a code 21 (vtec solenoid). I've already swapped ecus with a know good one. I checked for continuity from pin A4 to the solenoid, its all good. I've done about 10 of these swaps before so i'm pretty confident in the wiring. What do you think new solenoid? BTW I have done a search already didn't tell me much.

Did you ground the black wire?

Do you mean the black wire on the pressure sensor? If so than ya that is grounded. The problem is in the solenoid though.

Would that make a code pop up as soon as I turned the car on?

Thought I'd let people know what it was so that you don't search through posts that lead no where like I did. It tuned out that the pin I was using wasn't making contact with the ecu(bad pin). The way I found out was I checked for continuity from the ecu harness to the solenoid, it had continuity( so automatically you think everything is good from the ecu to solenoid, wrong). I then removed the cover of the ecu and checked from the inside of the ecu to the solenoid, no continuity even if wiggled the pin around. I tried another pin in there a problem fixed.

Thought I'd throw my 2 cents in, I hope it helps someone some day.
