will a 99 b16 hydro disk fit onto a 92 LS cable tranny?

if not, why.

you mean, will a tranny from a b16, fit onto a b18? pretty sure all b series tranny's are interchangeable

Yes the disk will fit. Assuming that the spline on both trannys are the same, which I'm pretty sure they are. (92+ have the big spline)
Being a hydro or cable tranny doesn't make a difference. That's just the way the clutch is engaged/disengaged.

92 and up B series clutches are interechangeable except for the TO bearing of course.
