Default civic issues

I have a 97 DX 5spd civic. D16Y7 motor. Heres what it does....
Cold start, idles high. Like around 2500. As it gets warmer it idles even higher. Like 3 grand. To get the idle down I have to shut it off and restart the car. After this it seems to idle ok. No CELs. Seems to run ok, maybe a little rich...... Also the rpms stay up around 2 grand when I come to a stop. After completely stopping the idle quickly returns to normal. I can rev it in place not moving and it comes right back. It only stays up when in motion. Also when the A/C is on it seems to make the car surge a bit. Not sure why. I have read some threads on this issue here but have yet to see an asnwer. Any help would be greatly appreciated

Please Please Please tell me what fixed it. I have had this problem for over a year! No apparent vacuum leaks, replaced iacv, blocked off fitv. Thank You.

Alright. I first had a cel that was a barometric pressure sensor failure. I had to purchase a new ecu. I also noticed that the cel had a code for no rear oxygen sensor. I purchased one and wired it up. This at least got rid of the cels. None of this however seemed to fix my problem but needed to be done reguardless. So I decided one day to look at my throttle position sensor and check the voltage. At closed throttle it was supposed to be .5 volt. mine was much higher than that. The previous owner had it completely adjusted out in one direction. With the volt meter to it and the key on but not running, I adjusted it to .5 volts. Unhooked the meter, thightened the two retaining screws and took it for a drive. It was like a new car. It fixed the high idle until stopped issue and the weird popping/ gurgling sound it would do when I let off the gas. Good luck and I hope this helps someone!!!

I am sorry for not posting my fix. I bypassed the FITV(Fast Idle Thermal Valve) It is on the bottom of the throttle body. Remove the FITV and use some gasket maker from auto parts store to block off the ports going into the intake. By pass the coolant line by making it go directly into the IACV(Idle Air Control Valve). That fixed my problem. There is a way to tighten the plastic screw inside the FITV. That may fix the issue instead of blocking it off. Search and you shall find. I just bypassed it because I was still getting extra air being sucked into the engine through the lower hole before the butterfly plate in the throttle body even after tightening the plastic screw. Good luck.
