Default Civic headlights are acting wierd!!

I need to know if any of you Honda Heads have had or heard of this issue. My headlights which are one-piece projectors are acting weird. When I turn them on regular the left High-Beam comes on and the right headlight does nothing. There is no voltage at the Right headlight harness. When I turn the High beams on the left headlight does nothing and the right low beam comes on. No voltage at the left headlight harness. I can normally solve little electrical problems like this rather quickly, but not this time.

I have checked all 4 headlight fuses for continuity and the 40A one under the hood. Is there a relay somewhere? I didn't see one in the wiring diagram for a 1993 Civic USDM. Could it be the steering column switch itself? I did not notice it until I did a complete stealth Viper 791xv install. I put a lot of wiring behind the fuse box, so I completely unplugged and removed it to hide wiring looms. This was my first alarm install and it works perfectly. The headlights worked fine before the install. I didn't cut any headlight or horn wiring nor did I add any relays. Does any one know which harness behind the fuse box includes headlight wiring?

Any help would be great.

Well I swapped combination switches with my other 1993 civic and the problem is still there.
Cmon somebody has to know what would cause 1 low beam and 1 hi beam to only come on.
