Just got my car back from the shop. Its a poor mans type R build:
96 GSR block
pr3 pistons
pr3 head, ported, polished
ITR valve springs
ITR intake cam
i/h/e
ITs wired to OBD0 using a PR3 ECU. THe problem is that im runin lean. I dont have money right now for a VAFC or FPR, so im gonna buy a chip. Which chip do u guys recomend? Ive looked into Mugen, but VTEC crossover is at 5500, thats too high, im thinkin 4600-4800. What program would you guys recomend geting? tia

Yup...definitely custom. James' custom programs are definitely the most effective bang for the buck upgrades you can have...and more cost effective than going with a standalone engine management system.
