Default Chicago PPL and emission testing areas..

Hey im moving to chicago and wonder how ppl get around the emissions testing. i have a fully built B18 civic thats boosted to hell and there is no way in gods green earth can it pass emissions or any sort of standard test. So what do Chicago folks do? im thinking of making an all-motor build too but idk if i could get that to pass either..

is there any chicago Honda clubs ppl know of i could get in contact with? what do these boost ppl do.. there has to be some here!!

If it's obd0 or obd1 they don't care but if it was an obd2 car there needs to be no codes on their obd2 scanner. Never had a car that needed to be tested but from what I understand you could roll up open downpipe and there won't be a problem if the obd2 has no codes.
