Default check engine light code 11!!

well 92-95 civic in Middle East are not EFI, so i had to make an OBD1 wiring harness for it...
with OBD1 ECU everything is fine, with OBD2 ECU and OBD1-OBD2 harness i get CEL code 11!! i tried the OBD2 ecu on another OBD1 car (1996 integra) and there was no CEL.....

so tried to look for this code but couldn't find it!! what is it?!?

is it code 11 or code 1 or code 0, because i might be wrong but there is no code 11 there is code 0 that just blinks and thats the ecu and code one is oxygen content.

it's 11... a loooooong one then a short, then pause.... i showed it to the guy who worked on the wiring and he was amazed by him self!! didn't know what going on...
i thought of 10, and 1... but it can't be....i'm sure i don't have codes 1 and 10, also there is no pause between the loooong blink and the short one.

the weird thing that i didn't have that code with OBD1 ecu!!!
