Cel 6 need help

Changed my set up a bit and on initial start up I'm getting a cel 6 (ect sensor) I have already changed out the connector and the sensor it's self.
Any other ideas? my only other stuff I have to check is the signals on the ecu side and maybe running wire straight to the ecu, is there a fuse or anything I'm missing?
Set up is a 2001 Gsr obd2b to obd1 jumper hondata s300
B18c5 motor turbo set up.

It's not 5v from my checks it's like 1.7
Does that make any sense I'm not good with electric stuff it can't be sensor I already replaced it, only thing left is ecu or wire from ecu

Reference voltage should be 5V, check that voltage at the ECU/ECM, [hondata s300] there may be a connection problem, a jumper harness adds a lot of connection connection point to any given lead.
If voltage is good at the ECU/ECM do a continuity test on the lead to find the bad connection point.
If voltage is still only 1.7V at the ECU/ECM, replace the ECU/ECM. 94

Hoping it's not the ecu but yea I've been reading as much as I can. I figure worse case I can find if it's a bad signal or ground and run it stright to ecu.
I've been wanting a rywire harness anyway

fixed guess I had a break in the wire in my harness. I ran one from jumper straight to the sensor. I know its kinda ghetto but I am going get a new tucked harness
