Car wont start when its hot out??
Does the starter crank the engine? Or does it just do NOTHING?
If the starter cranks, but it doesn't start, then check these...
Turn key 'on' but not all the way to 'start'. If you listen you should hear the fuel pump run for about 2 seconds. It's not real loud, so you have to listen for it.
Then pull a sparkplug wire & check for spark while cranking.
While the starter cranks, does the tachometer do anything? Or is it just dead?
If the starter doesn't run, then...
Check all the big wires at the battery & at the starter, and all the ground wires. Shouldn't be any corrosion or loose connections.
Hit the starter with the handle of a screwdriver or something like that.
Tell us what happens when you try any of this stuff.

93 Civic? I'd check the main relay. Sitting in your car, turn the key on without engaging the starter, you will hear the fuel pump build pressure (under rear seat), and the warning lights on your dash will go on for a few seconds. When the warning lights go off, carefully listen down by your left foot, for a "tink" or "click" sound (very faint). If this doesn't happen, main relay making that sound, then it's the problem.
Until you are able to get one, what you do is cycle the key listening for that sound, sometimes you have to do it 5, 6, or even 20 times, when you finally hear it, then crank it over and it will start.

The car cranks over fine, i have checked google and found out other people are having the same problems, when I was turning the car on I could not even hear the fuel pump coming on, I found out its the main relay, the the board that needs to be resolderd.
