car wont start
Make sure the grounds are good and post what happens when you turn the key to the ON position. Does the CEL turn on and off? Do you hear the relay clicking when it does? Take the gas cap off and listen for the fuel pump priming through the gas tank filler neck when you turn the key to ON. How did you determine that you have no spark?
the car turns over so i put a spark plug on one wire and tuch a nolt on the valve cover and there was no spark and i took the back seats out and u cant here the fuel pump it kicks on if u run a wire striat to it and the relay does click i took it out of my car and stuck it in his and my car runs his still dosent we check all the grounds , ecu , relays, and ignition
There's a broken circuit somewhere. It might be very hard to find and there isn't alot the people here can do to locate it. Here's one thread that might help you: https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/acg-fuse-wtf-story-2058815/

You said, "the fuel pump it kicks on if u run a wire striat to it" does that mean the pump does not turn on for a few sec. just by turning on the ign switch to run, [not start]???
As mentioned the fuel pump should prime the fuel system, [run for a few seconds] when you turn the ign. switch on, does it do that?
You should hear 2 distinct "clicks" from the PGM-FI Main Relay, [there is actually 3 clicks, but 2 are very close to each other...
The PGM-FI Main Relay will "click" (on) twice, [very close together] when you turn on the ign. switch, the injector relay turns on first then the fuel pump relay turns on, [almost the same time] at the same time the CEL will turn on and you should hear the fuel pump prime for a few sec. then the PGM-FI Main Relay will "click" again, [the fuel pump relay turns off] and the CEL should also turn off.
The PGM-FI Main Relay itself may be good, fuses for it, [there are 3] or wiring to/from it may be bad, how did you test the fuses?
Check to see if pump primes, if it does, leave key on and check for power, [12V+] at the injectors. 94

the fuel pump dose not kick on at all with the ignition it only turns on if u run a 12v striat to it and there is no spark and the main relay is good and so is the ecu and all the fuses and grounds
Check for power on the black/yellow leads going to distributor assembly and the PGM-FI Main Relay, with ign. switch in run.
How did you determine the fuses are good? 94

You can not tell if a fuse is good just by looking at it, it may not be blown, it may just be defective, a blade fuse that has a broken filament at one of the fuse legs is almost undetectable, and may even test good with a meter.
The best way to test a fuse is with a 12V test light, in the fuse box, with ign. switch on, [under load] use test light probe to test BOTH test tips on fuse.
It is obvious the PGM-FI Main Relay is good, [it works in your car] if it does not work in your friends car it is because it is either not getting a ground or it is not getting power.
Because there is also no spark, my guess is there is no ign. power to both the PGM-FI Main Relay and the distributor assembly , you must test to see if there is or is not power on the black/yellow leads going to them.
Without knowing if the problem is no power to the relay and distributor we could be guessing all day what the problem may be. 94
