i have a 91 civic dx, i finally got the car to start and idle but it wont rev up when the throttle is turned. it did rev up a couple times but it would sputter and die when it did, every other time it wouldnt do anything. Sometimes it idles fine and other times the RPM's rise and fall and then it will stay constant for a while and then go back to rising and falling. It's not throwing any codes and i put new gas into it, so could this maybe be the fuel filter? if not what could it be?

 

I would have to say you're either not getting fuel under load. This problem happens alot on jetskis, so I'm assuming its something in you're fuel system that's not letting fuel through when pressure builds. Check the filter, lines, etc and let us know what you find...
