Car won't Prime

Car won't Prime
here's the issue, the motor is a LS Vtec b18b block gsr head. The car won't prime, and the starter won't turn but when you try to turn the car over the fan turns on? Any ideas what the problem is? Double checked wiring, everything seems to be fine, any ideas anyone?
