Default Car wont start.

Hey guys im hoping yall can help me figure out a problem im having with my car. First off, I just rebuilt the motor and a did a 5speed swap. Its a d16y7 bottom end with a y8 head and a z6 transmission. The problem started when we went to try and start it, We did all the wiring in the car for it to start and return the key. We also wired in both vtec sensors and knock sensor correctly. I used acouple of pins out of the ecu harness connectors since they were used for the automatic im going to assume,If you look at it like A B C D we used pins of b. Now the crazy thing is when i go to start it, It doesnt do anything. It has power but wont click or try to start, Only the fan would come on here and there. Now if we tried to bypass the starter complete and it would kick the fan on??? Which is impossible, It clicked a few times but it would turn lights on in the car and keep the fan going. We even pulled fuses for the fan and it still came on... Hopefully all this is not to hard to understand, Im sure there is more im missing but its been a super long day and ill see if there isnt anything else to add in the morning. Thanks! Oh yeah its a 1998 honda civic LX
