Default Car running rich?

Just put B16 in my 90 hatch, it has been running rich and I failed emissions . What I was wondering was if the O2's are bad would there be a code2 which is Oxygen sensor, blabla. When I failed carbon monoxide it was only by a little bit, like .4 of the passing rate. Do you think it is tunable with timming to pass? If not should I just buy an O2? Would I need both O2's? Overall the car runs great. No problems and no codes.

I have a highflo cat with 2 1/2" exhaust and crapy intake.

the test I failed is the one where you sit at idle. with the tester in your tank. They claim my engine is getting to much fuel.

Take a real close look at the MAP sensor. If it has a hose, make sure it has a good fitmit, no cracks, etc...
