a buddy of mine had that same thing happen to his gsr block. The hole was slightly bigger though. He just welded it up with his *Aluminum* welder. He had it resleeved also. The block is still in use to this day. I can post some pics if you want of the hole and how it was welded.

Yes, it can be salvaged. As long as there are no hairline cracks starting at the hole, you can just fill it in. If there are cracks, you can stop-drill them, and then weld.
