Default cam gears arent sitting right

last night i decided to itall the timing belt on my motor and i realized tht when the motor is at TDC and the cams are lock ed into place, my cam gearss are not straight up and down. both of the cams are positioned this way. now i am running an lsvtec with a b16 head, gsr cams, skunk2 cam gears. the oil pump is from a type r integhra, a new ls water pump and the ls crankshaft gear. is this normal? nothing binds up when u rotate the engine and nothing hits, so i dont know what to do. both sit exactly like that and both are pointing the exact same way and direction. is it just the cam gears thats a little odd?
