Breather tube question

I posted this on the EG+ forum.

OK, I have been reading about all the opinions about valve cover breather filters and whether they are good or not. Some of the opinions are that we should leave the tube hooked up that ties into the intake. My question is does this tube suck vapors OUT of the valve cover or is air sucked or pushed INTO the valve cover? I would think that it is creating a slight vacuum and therefore pulling vapors out of the crankcase via the valve cover. Either way, what harm does a filter do if it is keeping the crankcase air non pressurized?

the rocker cover tube receives filtered air from the air filter and it flows through hte crank case, past the PCV valve and into the intake manifold.

the two connections are separated by hte throttle plate and therefore there is more vacuum on hte manifold side of things...
