Default bonding rubber/urethane to metal

im using the urethane 3m tube windoweld i belive is what its called
last time i used it the urethane didnt bond with oem rubber
but i might not have cleaned it well enough

this time im attempting to make a solid mount from a stock tsx pass side mounr that was liquid filled
im in the process of gutting it out
but need to find a way to get it to bond with the aluminum rod that sits in the center and attaches to engine mount bracket

anyone can give some info maybe you work in an industry or done it before.

also i would prefer to use a softer rubber instead of urethane
but dont know what kind of liquid rubber would work best for this application.

the window weld (or similar) should bond well to any metal with a scuffed (de-glossed) surface that's been cleaned with some solvent (rubbing alcohol, acetone, brake-parts cleaner...)

the rubber... may want to do a test on some junkyard parts to find the best method. PVC primer came to mind. not sure what it would do, but worth experimenting with. i cleaned mine with brake-parts cleaner and didn't notice any separation between original rubber and urethane. so maybe test that too.
