Default Bogging down under boost. . .need a diagnosis please!

Hey, I've searched the archives extensively for any ideas about what I have going on with my car, but haven't come across much that helps.
The setup:
d16y8 boosted to about 10psi with a precision gt32 turbo.
Fuel setup = walboro 255, RC 750's, new oem fuel filter.
Hondata s200 w/ boost option, tuned at inline pro.
Pistons are arias 9:1 with new rings (less than 2k miles), eagle rods, new arp head studs.

Compression is 190-195 in all cylinders, leakdown test showed about 3-4% leakage on all 4.
I pressurizes all the charge piping w/ the blowoff valve to 40psi and it all held up with no leaks (except the b/o valve started leaking slightly).

HERE IS THE PROBLEM:
When i hit the gas, boost builds up and holds fine to whatever I set it to (been trying between 9-12lbs) but as soon as the boost hits max the car seems to hesitate and hold back, like it doesn't want to go. A second or two after that, it kicks in a bit harder, still way less than before [the problem occurred].

Has this ever happened to anyone before? How did you fix it/what could be wrong?
Thanks in advance for any help!!!

What plugs are you using, and what is their gap?

If you need to know anything else to help me diagnose let me know.
Someone told me to check every ground, that hondas were picky about those. All mine seem okay, I haven't thoughroly looked into that theory yet.

you could try gapping your plugs down alittle more...why would your tuner give you your car back with it bogging down, did he just street tune it or was it a full dyno tune?

Could the bogging down be caused by a really rich burn? The weather's changed a little since it was tuned, not that much.

bump for any more ideas.
could it be the fuel pump? that's probably the oldest part of my setup, might be straining to raise fuel pressure when boost picks up. it's a walboro 255, and you can hear it when it turns on; doesn't sound so high pitched like it should though.
i bought a dist cap and rotor; haven't changed that in a while.

Was at inline pro, they only dyno tune there as far as I know. It seemed to be running fine on the way home.
