Any decent machine shop can do it. Have your crank, flywheel & bolts, crank pulley & bolt, timing belt sprocket and plates all balanced at the same time. They just bolt it all together and balance it as an assembly.
Have your rods and pistons done as well.

Ask your local dealerships (and especially the Honda and Acura dealers) for which machine shop they recommend or outsource their engine rebuilds to.
Chances are that you might not find a shop that has done Honda rebuilds b/c of Honda's policy of replacing instead of rebuilding. Too much liability and time in rebuilds.
But, I'm sure somebody in the Service or Parts dept's can tell you who they use. Then scope out the shop, and talk with them about your application and what they need from you to get the job done. Ask about warranty on any work that they do, and get a price quote. Might wanna bring a pen and paper b/c I never got a chance to write down all the quotes for each different item.

I spend $200 on the following:
.Removing/installing valve guides
.Recutting intake and exhaust valve seats on the head and back cutting the valves
.Checking head and block deck for straightness
.Removing/installing pistons
.Cross-checking weights b/w the JDM P73-00 pistons vs. my stock P72-A0 pistons
.Hot tanking head and block
.Removing/installing main oil seals on the oil pump and flywheel cover
I believe an internal balancing would have cost me another $80.
