Default Bad ISB or Release bearing?

2000 civic /w b18c type r/type r trans +lsd

Been driving around with a transmission noise for the past year and it is driving me nuts. Recently in the past week is has gotten worst and I can start to hear a whine, as I am downshifting/decelerating; from the transmission.

Problem -

Whenever I have my foot off the clutch pedal I hear a chirping noise/chatter coming from the tranny, however when i press in the clutch (foot pressing the clutch all the way down) it goes away. Well it doesn't have to be all the way in, I can slightly press the clutch and it still goes away. The chripping noise also chrips a bit in 1st - 2en, after that I can't hear anything as my car is a bit loud, but I am assuming it is making the chirping noise in all the gears as I am driving.

I have read countless threads/post on this problem and people seem to always point towards the ISB/Release.... Some are saying that my problem is a release and others are saying it is an ISB, so now I am at a complete lost.

To confirm this,

The release bearing only makes noise when the clutch pedal is pressed in, is this true?
While the ISB makes noise when your foot is off the clutch pedal.
