Default b20/vtec running stange

i have a b20b block, 00 b16 head, ys1 tranny... at lower rpms when i give it slight amounts of gas it can be really "jerky" and sometimes tug and make me go back and forth... when i give a little more gas or when starting from a stop its usually fine... just like slowing down and moving at a slow speed then giving a little gas...
anyone know what the probly might be?
Thanks for all the help
