Default Axle Nut 2 Tight?

On my 89 civic w/ LS swap, when I tighten down the passenger side axle nut the hub will not spin freely. Loosen it up and tap out the axle abit and it spins again. I think I may be compactiing my wheel bearings, but if that is true how do I tighten down the axle nut. I didn't have this problem the last time I changed my axles, could my wheel bearing be shot? There is no side 2 side or up and down motion with the wheel on.

Just incase any one else has this problem I will answer my own question. On the reman axle I have the dust sheild was tightening down against the hub causing it not to spin. Removed the dust sheild, problem solved.
