Icon2 98' Civic Starts sometimes

I have a '98 civic LS 4 door. Just the other day I went to my in-laws house and after going to leave (about 45 minutes later) the car would not start. It turned over and wanted to, but nothing and I could smell the fuel. My father in-law insisted I "Pop-start" the car I didn't think that would do anything since the battery and the starter seemed to be working fine. It started right up. I'm a little lost especially since the last 3 times I went to start it is was just fine. I checked all fuses, oil level. I had a tune up about a year ago and I changed everything distributer cap, rotor, timing belt, crank and cam shaft seals, air/fuel filters wires and plugs.

I'm going to check for spark, but since it sometimes starts and sometimes not it's tough to tell.

I'm new to Honda-Tech (haven't been on here in like 7 years since my tuner days)
