97 y7 with v-tec head, and trans. Help!

Icon2 97 y7 with v-tec head, and trans. Help!

I bought a 97 civic lx. Found out the head was cracked and the trans housing was too. I had a v-tec head and trans.(OBD1) installed. The mechanic said he put in a v-tec ECU, too. It revs a little high, 1500-2000rpm, when cold, and comes down to 1000 when warm. It, also, revs up and down, 500rpm, no matter if it's at 1000 or 2000rpm, still revs up 500 and down 500, when in park and neutral. I do not think it is engaging into overdrive all the time, either. The lights, headlight/dash, dim down and up, while driving, too. ECU and/or TPS issues? Any advice? I am a first time Honda owner, and am learning. Have been a mechanic, before, on Mitsubishi's. Confused and wondering if the mechanic knows what he is doing. He said something about Z6 head and trans. It is v-tec, so would it be y8 or z6?

OBD1=Z6.
ECU should be a P28 from an automatic.
Take it back to the shop and have them fix all issues.

Thanks. I'm new to this, and P28 sounds right. It is an automatic. Taking to a shop after christmas. Trying to find out if there is anything I can do, myself, I have experience, just not with Hondas. I put in new wires and plugs in, too.
