95 civic wont start

Default 95 civic wont start

Woke up Tuesday morning and my civic wouldn't start.. I noticed that the starter wasn't turning and that I had a full charge on my battery.. I took my starter to get it tested and it failed.. Then I bought a brand new one for auto parts store , and also had it tested before I walked out so I knew it was a working starter.. Installed it and my civic still won't turn the starter. My brother seems to think it might be the ignition switch or clutch switch.. Any thoughts on this would d be greatly appreciated..

It could be that, or the neutral safety switch. When you turn the key is there any noises?

It sounds to me like a neutral safety switch. It located on the transmission

It was clutch safety switch
