Default 95 civic D16z6

Wassup HT! I've been searching a lot lately for this idle fluctuation problem on my d16z6 and I've tried the common, Clean the IACV, adjust fast idle valve, sprayed starting fluid to find any vacuum leaks and coolant system bleed. My car idles from 1000 - 1500 rpm's even when the car is warmed up.This problem is getting me good.Any other common suggestions to help solve this problem?or did the IACV just take a dump and needs to be replaced?

Thanks,

Naw I haven't tried unplugging it with the car on but I screwed in the fitv and I'm guessing at normal operating temp the FIV shouldn't reallly matter. I'm leaning towards a new iacv because it's main purpose is to control at idle only
