I went to get my car smogged and the guy said it wont pass because my check engine light doesnt work everytime i turn my car on the check engine light doesnt turn on

Check the bulb in the cluster. People pull them out for obvious reasons.

Also if you don't see anything obviously wrong with the bulb you can use a multimeter and see if you get voltage for 2 seconds at the bulb location every time you turn the key to the on position.
