89 Civic HB, Possible electrical issue(s)

Default 89 Civic HB, Possible electrical issue(s)

Ok, so heres whats up, I have a rev limiter at 4k, I have dumped time and money into this car over the last 2 or 3 weeks. I'm just gonna stick to what I believe is relevant.

New alternator, New Battery, New Distributor,New Plugs, New SP Wires, Timing is good as far as I can tell, a known good ECU. ZC block with DPFI (idk why) and stock exahust, no cata atm, but a new o2 sensor as well as a known good MAP sensor and a new IAT sensor, I also believe I have a vacuum leak somewhere near my TPS.

Both ecu I've used do the same thing, I reset them, they blink 10 times, then 10 times again,then 13 times, then repeats that (10 blinks, then 13 blinks,) until I start the car, then it goes (4 Blinks, 10 Blinks, 13 Blinks)

Well basically, I'm freaking stumped, and so is my neighbor who has been a mechanic for 20+ yrs. I'm fairly new here and any help would be greatly appreciated.

Edit: Its a PM5 ECU, if any extra info would help I will get it, I have replace both my dizzy, and IAT sensor, so I should only be getting code 13 now, but still no luck, so I'm pretty sure its a short or open in my harness. Just to be sure, the Crank Pos. Sensor is in my dizzy? I've heard that as well as it possibly being by the timing belt
