What are you trying to do? Read the ECU codes. If that is it then:
Long Blinks are counted by 10
Short Blinks are counted by 1

Oh yeah and here is a list for ECU codes. http://tech.hybridgarage.com/tech/codes.html

lift up the passenger carpet and read the laser sequence on your ecu. if it's a jdm ecu, you'll have to take out the ecu cover to get to it. 94-up integras & 92-up civic use the jumper.

Yup, pretty much what he said. The little light in the middle of the ecu will give you the codes. Not the dash light.

When the key is in ON position. Is the light supposed to be flashing at all? Am I supposed to jump a connector like OBD I or does it jsut flash?

Thanks a lot for the help, guys.

If only flashes once initially when you turn on the car. After that it should not blink at all unless you are throwing a code. You don't need to jump anything, just put the key to on and look at the light on the Ecu.
