Default Alignment / Steering Problem

My steering wheel is slightly off centered. I need to put in an 11oclock position for the car to go straight. Otherwise the car and steering will pull to the right.

Ive already had both front ball joints, lca/uca bushings and tierods replaced. Today i had it aligned:

Camber -1.5/-1.5
Caster (split) -.3
Toe 0/0

Ive also tried swapping my wheels fore and aft ; left and right. And they are already balanced.

It seems that the tug to the right is still there. What else could cause this?
